November 2019 update
We have previously covered the Oxford North scheme by Thomas White Oxford (link to page) which was deferred for two months in September 2019. On Monday 19th November TWO released a statement on their website (link) reasserting the same argument for removing 72 affordable homes in preparation for the West Area Planning Committee on 27th November 2019 (link to meeting page).
Following the committee deferral in September we asked viability experts at Reading University (link) and Oxford Brookes University to examine the consultant's reports prepared for TWO and for the Council. They concluded that the profitability of this scheme is being significantly underestimated and future residential and commercial values undervalued so that the scheme in reality can deliver a full policy compliant 50% affordable housing without waiting for the Review Mechanism. The review mechanism itself depends on estimation of profits supplied by the developer.
